AN ORDINANCE TO AMEND ORDINANCE NO. 75-2001 FOR A REVISED MASTER PLAN. 

SECTION 1:  BE IT ORDAINED BY THE COUNCIL OF THE CITY OF MONTGOMERY, ALABAMA, that Ordinance No. 75-2001 be and is hereby amended to approve a Revised Master Plan for a PUD (Planned Unit Development) Zoning District, to allow single-family residential use, whereas multi-family residential use was previously approved of the following parcel:

Beginning at the southeast corner of Lot 7, Block A, according to Stoneybrooke Plat No. 1 as recorded in the Office of the Judge of Probate of Montgomery County, Alabama in Plat Book 49 at Page 144; thence run along the east line of said Stoneybrooke Plat No. 1, N00º25’54”W, 1,095.90 ft.; thence N88º32’19”E, 512.7 ft.; thence S84º22’27”E, 48.37 ft.; thence N88º32’19”E, 123.07 ft.; thence S01º27’59”E, 1,111.99 ft.; thence N89º39’03”W, 703.99 ft. to the point of beginning.  Said tract lying and being in the NW ¼ of Section 13, T16N, R19E, Montgomery County, Alabama and containing 15.52 acres (767,091.32 square feet), more or less.

SECTION 2.  Approval of a Revised Master Plan for a PUD (Planned Unit Development) Zoning District, to allow single-family residential use, whereas multi-family residential use was approved.

Lot No. 4 of the Subdivision of the Kilcrease Property as recorded in the Office of the Judge of Probate of Montgomery County, Alabama, in Plat Book 16, at Page 108.

SECTION 2.  Restricted to one (1) mobile home.

NORTH MONTGOMERY LANDFILL - PHASE IV GAS EXPANSION 

PROJECT NUMBER SP-10-20                                                                           

Sealed bids will be received by the City of Montgomery at the North Montgomery Landfill, located at 115 Division Street, Montgomery, AL 36014, until October 1, 2020 @ 2:00 pm, at which time they will be opened and publicly read aloud.   

The scope of work involves furnishing all labor, materials, services, and equipment required to perform an expansion to the existing landfill gas collection system. The work items include: installation of 13 landfill gas collection wells, 452 linear feet of 10” HDPE header pipe, 2200 linear feet of 6” HDPE piping, 2200 linear feet of 2” HDPE airline, 2200 linear feet of 2” HDPE force main, and other associated items of work. The bracket of cost is $260,000 to $285,000.  The bracket range is shown to provide general financial information and should not be used in preparing a bid.

The pre-bid meeting is scheduled on September 24, 2020 @ 10:00 am on-site at 115 Division Street, Montgomery, AL 36104.  All bidders or their representatives are required to attend in order to submit a bid.  Attendees are required to follow all social distancing guidelines and procedures.

Bidders are required to file with bid a certified check or bid bond through a surety company authorized to do business in the State of Alabama; either form made payable to the City for an amount not less than 5% of the City's estimated cost or of the contractor's bid, but in no event more than $50,000.00.

Bidders are hereby notified that all provisions of Section 80, Act No. 571 Regular Session of June 19, 1959, approved November 19, 1959, entitled “An Act to Regulate the Licensing of General Contractors” shall be strictly observed.  Also, it is necessary for persons submitting bids for work involving $50,000.00 or more to show satisfactory evidence of license as a general contractor.

   

A bond in a reliable surety company authorized to do business in the State of Alabama must be given by the successful bidder, such bond to be for the sum of 100% of the contract price conditioned for the prompt and faithful performance of contract terms and a surety bond in the amount equal to 50% of the contract prices as security for the payment for all persons performing labor and furnishing materials in connection with the contract.

The City of Montgomery is desirous of a good faith demonstration of efforts for acquiring DBE participation for all public works projects, and particularly encourages all DBE contractors to submit a bid.   

The City of Montgomery is required to comply with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, § 31-13-1 et seq. of Code of Alabama 1975 (Act No. 2011-535), subsequently all bidders are required to submit an E-Verify Affidavit stating they are enrolled in the E-Verify Program and the entire associated Memorandum of Understanding on the outside of their sealed bid proposals.

Pursuant to §21-4-23(b) of the Code of Alabama (1975), notice is hereby given of the following with regard to Montgomery County, Alabama:

1.Instructions, printed in large type, conspicuously displayed at each voter registration site and polling place, sufficient to provide hearing impaired and seriously visually impaired individuals with adequate information as to how and where they may register and vote.

2. Each polling place shall have an ExpressVote Ballot Marking Device for use by individuals with disabilities who would otherwise be prevented from voting because of their inability to mark a paper ballot, as well as, paper ballots for the use of voters who would otherwise be prevented from voting because of their inability to operate a voting machine.

3.Absentee ballots, available to any handicapped or elderly individual who, because of handicap or age, is unable to go to the polling facility in a state election. The deadlines for requesting and submitting an absentee ballot are the same as prescribed by law for other persons voting by absentee ballot.

4.The opportunity for any handicapped or elderly individual who, because of handicap or age, requires assistance in casting a vote may select a person of his or her choice to accompany them into the polling place to assist in the casting of the vote, providing the person providing assistance is not the voter’s employer, agent of the employer, or an officer or agent of the voter’s labor union.

5.The Primary Election will be held on November 17, 2020.

6.The Primary Run-Off Election will be held on December 15, 2020.
