The State of Alabama Certified Fire Alarm Act requires that every business who installs fire alarm systems in commercial occupancies must be licensed as a Certified Fire Alarm Contractor. The contractor must have a NICET Level III Technician in a position of responsibility, and the license will be issued in the name of the certificate holder and the contractor. The Certified Fire Alarm Act also requires that technicians working for the Certified Contractor must hold a current NICET Level II, or equivalent, certification. The fire alarm specifications shall require contractors wishing to bid on fire alarm work to show evidence at the pre-bid conference that he/she meets the certification requirements of the Act and holds a permit issued by the State Fire Marshal. A PRE-BID CONFERENCE will be held in the JMR+H Architecture Conference Room, 445 Dexter Avenue, Suite 5050, Montgomery, Alabama 36104 on October 15, 2020 at 10:00 AM (local time prevailing) for the purpose of reviewing the project and answering Bidder’s questions.  Attendance at the Pre-Bid Conference is highly recommended for all General Contract Bidders intending to submit a Proposal.

CELL 10B CONSTRUCTION - NORTH MONTGOMERY LANDFILL PROJECT NUMBER SP-14-20

Sealed bids will be received by the City of Montgomery in the Engineering Department, located at 25 Washington Avenue, Montgomery, AL 36014, (2nd floor) until October 29th, 2020 @ 2:00 pm, at which time they will be opened and publicly read aloud.

The scope of work involves furnishing all labor, materials, services, and equipment required to perform construction of an approximately 5.2 acre permitted MSW cell. Work will include approximately 59,000 CY of existing waste relocation, 10,000 CY of new earth excavation, 77,000 CY of fill placement and other associated MSW liner items. Contractors must be licensed to perform this type of work. The bracket of cost is $2,2000,00 to $2,5000,00. The bracket range is shown to provide general financial information and should not be used in preparing a bid.

The pre-bid meeting is scheduled on October 15th, 2020 @ 10:00 am, on-site at 115 Division Street, Montgomery, AL 36104. All bidders or their representatives are required to attend in order to submit a bid. Attendees are required to follow all social distancing guidelines and procedures.

Bidders are hereby notified that all provisions of Section 80, Act No. 571 Regular Session of June 19, 1959, approved November 19, 1959, entitled “An Act to Regulate the Licensing of General Contractors” shall be strictly observed. Also, it is necessary for persons submitting bids for work involving $50,000.00 or more to show satisfactory evidence of license as a general contractor.

A bond in a reliable surety company authorized to do business in the State of Alabama must be given by the successful bidder, such bond to be for the sum of 100% of the contract price conditioned for the prompt and faithful performance of contract terms and a surety bond in the amount equal to 50% of the contract prices as security for the payment for all persons performing labor and furnishing materials in connection with the contract.

The City of Montgomery is desirous of a good faith demonstration of efforts for acquiring DBE participation for all public works projects, and particularly encourages all DBE contractors to submit a bid.

The City of Montgomery is required to comply with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, § 31-13-1 et seq. of Code of Alabama 1975 (Act No. 2011-535), subsequently all bidders are required to submit an E- Verify Affidavit stating they are enrolled in the E-Verify Program and the entire associated Memorandum of Understanding on the outside of their sealed bid proposals.
